  If one completed an obligatory prayer with Tayammum and then water became available after the Salam, their Tayammum is void, and they cannot perform a voluntary prayer with it.

  وَيَسْتَبِيحُ — and they can perform. The same 'count-as-lawful' verb, now affirmative — what he CAN do. Joined by 'and,' it completes the picture: barred from the obligatory, he may still perform what he actually intended, named next.

  وَيَسْتَبِيحُ — and justifying. This joins 'and' to a present-tense verb on a 'seek/deem' pattern, 'he deems lawful', continuing the circumstance clause. Its subject is carried inside; the pattern conveys treating things as permissible. It governs the objects that follow.
