فمتى قَدَرَ على الماء قَبْلَ الدخول في الصلاة بَطَلَ تيممُه
If one can access water before starting the prayer, their Tayammum is void.
الْمَاءِ — water. 'the water,' in the -i form after 'on' — what he gains access to. Finding water is precisely what undoes the dry-earth substitute, as the verdict ahead states.

Meaning, He is capable of returning him to Him on the Day of Resurrection just as He is capable of creating him from water. This is the correct interpretation of the verse.
مَاءٍ — water. An indefinite noun governed by 'from', the original material; the lack of 'the' keeps it 'water' in a general sense, and the ending marks it as ruled by the preposition. Bareness gives the unspecified sense.
