وأقسم على كون القرآن حقًا وصدقًا فقال ﴿إِنَّهُ لَقَوْلٌ فَصْلٌ وَمَا هُوَ بِالْهَزْلِ﴾
He swore about the Quran being true and truthful, saying 'It is a decisive word and not a jest.'
الْقُرْآنِ — the Quran. The Quran named with al- (the), and it is the owned second noun of the pairing 'the being of the Quran', so it carries the genitive ending. Together with the verbal noun before it the phrase means 'the Quran's being true'.

الْقُرْآنِ — the Qur'an. This definite noun completes an 'of' pairing ('the signs of the Qur'an'). Standing directly after the first noun with no separate 'of', it takes the genitive tail ending that marks it as the owner term, naming whose signs these are.
