وأقسم على كون القرآن حقًا وصدقًا فقال ﴿إِنَّهُ لَقَوْلٌ فَصْلٌ وَمَا هُوَ بِالْهَزْلِ﴾
He swore about the Quran being true and truthful, saying 'It is a decisive word and not a jest.'
وَصِدْقًا — and truthful. wa- (and) on a second indefinite noun in the same object-style ending, paired in parallel with the previous one as another stated quality of the Quran. Its matching ending ties it into the same embedded 'being X and Y' structure.

For indeed, truthfulness leads to righteousness.
الْصِّدْقَ — the truthfulness. The noun 'truthfulness' is the topic of the emphatic sentence, yet because the emphasis particle precedes it, it sits in the object case, heard as a final -a. So the topic wears an object-looking ending purely because of that particle.
