بِحَيْثُ يُعْطِيهِ ذَلِك كَمَا توكله على الله تَعَالَى وتفويضه إِلَيْهِ وَالصَّبْر لحكمه وَالرِّضَا بِقَضَائِهِ
Such that it gives him reliance on Allah the Exalted, entrusting matters to Him, patience with His ruling, and contentment with His decree.
تَوَكُّلُهُ — his reliance. The second object of 'grants' — what it bestows: 'reliance' with 'his' attached. The doubled middle consonant marks the 'put one's trust' noun pattern.

And reliance is a meaning formed from the servant's knowledge of God's sufficiency.
وَالتَّوَكُّلُ — And reliance. 'And' plus the verbal noun 'reliance / trust', the topic, nominative, definite — reliance as the thing being defined. The 'al-' marks it as the concept itself.
