والثاني أنه تكلم به حقيقة لقوله ﴿مِنْ رَبِّ الْعَالَمِينَ﴾
The second is that He truly spoke it because He said: 'From the Lord of the worlds.'
وَالثَّانِي — the second. An 'and' plus 'the' attached to the ordinal 'second', 'and the second'. Arabic ordinals behave like adjectives and here stand on their own as 'the second (point)', the noun 'point' understood from context.

ثَانٍ — second. An ordinal adjective 'second' describing the preceding noun and agreeing with it in indefiniteness. It narrows the category to the second one in a series. It modifies its noun rather than acting on its own.
