وَاسْتِكَتَامِهِ — and his ensuring secrecy. The opening particle adds this on, and the noun carries an attached 'his', so it means 'and his keeping it secret'. It shares the 'by' governing the earlier means-nouns, hence its governed form, the third in the list of measures he took.
