And there is a subtle point in describing deeds as secret: deeds are the results of inward states.
بِالسِّرِّ — as secret. The bi- here is an instrumental-style marker, 'as / by means of', framing the manner in which the deeds are described, namely as something secret. It pulls the following noun into the genitive, and the whole bi-phrase attaches back to the earlier act of describing as its manner.
