  And their saying: 'Whoever supports a tyrant, Allah will empower him against them' is mentioned in His saying: 'He has decreed that whoever takes him as an ally, He will misguide him.'

  فَأَنَّهُ — then indeed he. This is the consequence marker 'so, then' fused with the emphasis particle 'indeed' and the attached pronoun 'he'. It opens the result half of the decree, 'then indeed He...'. The 'fa-' ties the outcome to the condition and the particle adds force.
