وارتقى في الصلاح والمعرفة إلى أفضل رتبة،
and ascended in piety and knowledge to the highest rank,
وَارْتَقَى — and ascended. The opening particle joins this on, and the verb has its 'he' subject built in: 'and he rose/ascended'. One word both connects to the sequence and supplies the action.

Abandoning them is not commendable in any situation, even if one's rank is elevated.
ارْتَقَى — is elevated. Past-form verb, 'it rises/is elevated', inside the 'even if' clause, with its subject coming after. It states the granted extreme: however high the rank climbs.
