فَإِنَّهُ سَيُشِيرُ عَلَيْهِ بِالنَّظَرِ فِي الْمَصَالِحِ الآجِلَةِ
For it will guide him to consider long-term benefits.
سَيُشِيرُ — will guide. Present-tense verb with the future marker sa- glued to its front; 'it' is built in. Arabic shows the future with this prefix, not a separate word like English 'will'.

أَشَارَ — he pointed. Past-tense verb, 'he pointed', with its 'he' built in. It opens the action of the scene; no separate subject word is needed.
