ثم ينفخ فيه أخرى فإذا هم قيام ينظرون ،
Then it will be blown into again, and suddenly, they will be standing, looking,
يَنْظُرُونَ — they look. A present verb 'look / gaze', sound masculine plural ('-una' = 'they') — 'looking [about]'. It adds a second描述 of their state: risen, upright, and staring. The subject is in the verb.

and they do not heed the commands and prohibitions of God Most High;
يَنْظُرُونَ — they heed. A present-tense 'they' verb, the masculine plural '-un' carrying its own subject. It is under the scope of the negator just attached before it, so the meaning is 'they do not heed'. The same heedless people stay the doers across this and the previous clause.
