As Allah the Exalted said: O you who have believed, obey Allah and obey the Messenger and those in authority among you; then if you dispute about anything...
أَطِيعُوا — obey. A command form aimed at a group, 'obey (you all)'. The plural command ending is what shows the order is addressed to many, not one, and it launches the series of imperatives in the verse.

وَأَطِيعُوا — and obey. The wa- joins a second command to the first, and the verb it carries is again a plural 'obey (you all)'. The repeated imperative builds the verse's chain of three things to obey.
