كما قال تعالى ﴿يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ
As Allah the Exalted said: O you who have believed, obey Allah and obey the Messenger and those in authority among you; then if you dispute about anything...
وَأُولِيَ — and those in authority. The wa- adds the third object of obedience, and the special plural 'possessors of' it carries can only appear as the front half of an 'of' pairing. It joins to 'the matter' next to mean 'those who hold authority'.
