  قَائِلًا — claiming. This is an active participle 'saying/claiming', used as a circumstance word in the object ending to describe the state of the doer: 'while saying...'. Arabic uses a participle in this ending to mean 'as one who says', setting up the quotation that follows.

  قَائِلٌ — someone. This noun 'a sayer/someone' is the subject of 'were to say', indefinite, 'some speaker'. It comes after its verb, the normal order, naming the hypothetical person making the claim.
