Then He, the Exalted, informed us about the state of human beings on the Day of Judgment: that they will not be able to prevent the punishment of Allah, neither by their own strength nor by any external support, for He is the Helper.
خَارِجٍ — external. A noun 'an outside/external party', held in the genitive by the preceding 'from', with an indefinite ending: from any external party. It names the outside help that is also ruled out.

And mentioning the Hereafter is a matter outside of natural disposition, and it comes from outside.
خَارِجٍ — outside. An indefinite noun in the genitive because 'from' governs it; together they read 'from outside'. Leaving off 'the' keeps it general, and it deliberately mirrors the earlier 'from within' to set the two sources against each other.
