As He swore at the beginning of the surah about the state of man at the beginning and end.
حَالِ — the state. A noun heading a possessive pairing with 'man' after it: 'the state of man'. It surrenders its own article and draws definiteness from the owner that follows; the genitive ending comes from the preposition governing it.

حَالِ — state. A noun 'state of' that opens an 'of' pairing with the next word, held in the genitive by the preceding 'about'. As the possessed head it carries no 'the' of its own.

Then Allah, the Exalted, tells about the state of humankind on the Day of Judgment: they cannot escape Allah's punishment, neither by their own strength nor by any external force.
حَالِ — the state of. This noun, 'the state/condition', is the front of an 'of' possessive pair, 'the state of humankind'. It carries the genitive because of the preposition before it, and it stays without its own 'the', taking definiteness from the owner noun that follows it.

الْحَالِ — state. A definite noun in the genitive, governed by the 'to' earlier in the clause. It is the second half of 'this state', taking its pointed-to status from the demonstrative in front, and it names the endpoint they reached.
