إِلَىٰ — to. 'ila' equals 'to', governing genitive — 'refers TO...'.

إِلَىٰ — to. This preposition points the seeking toward a destination, 'to', linking the act of taking shelter to 'other than Him'. It governs the following noun into the post-preposition form and sets up turning toward something else.
