فإذا وجدوا قومًا يذكرون الله عز وجل،
When they find a group remembering Allah, the Glorious and Majestic,
وَجَلَّ — and Majestic. This is 'and He is majestic', completing the honorific 'Mighty and Majestic'. The two frozen verbs together form one set epithet of God, standing apart from the sentence's grammar.
