وَأَخْبَرَ عَنْ نَبِيِّهِ يُوسُفِ الصَّدِيقِ أَنَّ صَبْرَهُ وَتَقْوَاهُ وَصَلَاتُهُ إِلَى مَحَلَّ الْعِزِّ وَالتَّمْكِينِ
And He informed concerning His prophet Joseph, the Truthful, that his patience, piety, and prayer elevated him to a station of honor and firm authority.
وَالتَّمْكِينِ — and firm authority. wa- coordinates a second owner ('firm authority') onto the chain, sharing the same 'station of'. The conjunction pairs the two qualities the station consists of under one head noun.
